Producing or marketing fireworks and firecracker products without a license, or selling black powder, pyrotechnic powder and fuse to units or individuals without a license for safe production of fireworks and firecrackers;
 The supervision and administration department of production safety shall order the cessation of illegal production and business activities, impose a fine of not less than 20000 yuan but not more than 100000 yuan, and confiscate the articles and illegal income of illegal production and business.

 Article 36 of the Regulations on the Safety Administration of Fireworks and Firecrackers refers to those who produce and sell fireworks and firecracker products without permission, or sell black powder, pyrotechnic powder and fuse to units or individuals without a permit for the safe production of fireworks and firecrackers;
 The supervision and administration department of production safety shall order the cessation of illegal production and business activities, impose a fine of not less than 20000 yuan but not more than 100000 yuan, and confiscate the articles and illegal income of illegal production and business.
 For those who transport fireworks and firecrackers by road without permission, the public security department shall order them to stop the illegal transport activities, impose a fine of not less than 10000 yuan but not more than 50000 yuan, and confiscate the illegally transported articles and illegal income.
 Whoever illegally produces, manages or transports fireworks and firecrackers, which constitutes a violation of the administration of public security, shall be given administrative penalties for public security according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
