1. Upon receiving the application for execution or the letter of transfer for execution, the execution officer shall issue an execution notice to the person subjected to execution and order him to perform within the specified period. If he fails to do so within the time limit, compulsory execution shall be carried out.
 2. If a person refuses to comply with a legally effective judgment or order of a people's court, the people's court may detain him according to the seriousness of the case, and the period of detention shall be limited;
 For a period of less than 15 days, a written decision on detention shall be made with the approval of the president of the court, and the judicial police shall deliver the detainee to the local public security organ for custody. If the detainee refuses to accept the decision, he may apply to the people's court at the next higher level for reconsideration once.
 3. The judicial police may take detention education measures against the person subjected to execution on the strength of the letter of decision on detention signed and issued by the president of the court.
 4. If the person subjected to execution refuses to execute when conditions permit, or refuses to appear in court three times after issuing a summons, he resists the law violently.
 In any of the above circumstances, the enforcement judge may arrest the party.

 In Article 109 of the Civil Procedure Law, the people's court may compel a defendant who must appear in court to be summoned twice and refuses to appear in court without justified reasons.
