 Article 86 of the Regulations for the Implementation of the Road Traffic Safety Law states that the parties concerned have no dispute over the facts and causes of the traffic accidents that do not cause personal injury or death between motor vehicles and motor vehicles, motor vehicles and non motor vehicles on the road;
 After recording the time and place of the traffic accident, the name and contact information of the other party, the number of the motor vehicle license plate, the number of the driver's license, the number of the insurance certificate, and the collision site, and signing together, the driver shall leave the scene and negotiate the compensation for the damage by himself. If the parties dispute the facts and causes of the traffic accident, they shall promptly report to the police.
