1、 The applicant must have a direct interest in the personnel dispute case.
2、 The applicant must have the capacity to act.
3、 Determination of applicants for personnel dispute cases beyond the time limit. Since the personnel dispute cases beyond the time limit cannot enter the arbitration procedure, their arbitration claims cannot be protected by law.
[Legal Basis]
In Article 21 of the Arbitration Law, the parties applying for arbitration shall meet the following conditions:
（1） There is an arbitration agreement;
（2） There are specific arbitration claims, facts and reasons;
（3） It is within the scope of the Arbitration Commission.
