A person who commits a negligent crime cannot be a civil servant.
The following personnel shall not be employed as civil servants:
（1） Having received criminal punishment for a crime;
（2） Having been dismissed from public office;
（3） There are other circumstances under which employment as a civil servant is prohibited by law.
