Amendments to the Constitution shall be proposed by the Standing Committee of the National People's Congress or more than one-fifth of the deputies.

Article 64 of the Constitution: Amendments to the Constitution shall be proposed by the Standing Committee of the National People's Congress or by more than one-fifth of the deputies to the National People's Congress and adopted by the National People's Congress by a majority of more than two-thirds of all the deputies.
Laws and other bills shall be adopted by more than half of all the deputies to the National People's Congress.
