Article 2 of the Population and Family Planning Law states that China is a country with a large population, and the implementation of family planning is the basic national policy of the country.
The State takes comprehensive measures to control the population and improve its quality. The State carries out population and family planning work by relying on publicity and education, scientific and technological progress, comprehensive services, and the establishment and improvement of a reward and social security system.
