The public security organ shall, in accordance with regulations, promptly handle the application of citizens for obtaining, changing or reissuing resident identity cards. The public security organ shall issue resident identity cards within 60 days after citizens submit the Application and Registration Form for Resident Identity Cards; In areas with inconvenient transportation, the handling time may be extended appropriately, but the extended time shall not exceed 30 days.
If a citizen urgently needs to use a resident identity card during the period of applying for obtaining, changing or reissuing a resident identity card, he or she may apply for a temporary resident identity card, and the public security organ shall handle it in a timely manner according to regulations.
