Whoever, when electing deputies to the people's congresses and leading members of state organs at various levels, sabotages the election or obstructs voters and deputies from freely exercising their right to vote and stand for election by means of violence, threat, deception, bribery, falsification of election documents, false reporting of the number of votes, etc., if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or deprivation of political rights.
