Article 15 Couples who meet one of the following conditions may apply to have another child: (1) If they remarry due to widowhood, no more than two children of one party who lost his spouse before remarriage, and the other party has no children; （2） If a person remarries due to divorce, one party has only one child and the other party has no children before remarriage.
