The Marriage Law only deals with marriage and divorce of people, regardless of fertility.
It should be the Law on Population and Family Planning.
The newly revised "Population and Family Planning Law" authorizes all provinces and cities in the country to formulate the provisions of "Under what circumstances can we have three children". Therefore, the regulations on when to have three children can be made clear after the promulgation of the revised Population and Family Planning Regulations of your province.
