 Legal basis
 Article 23 of the Measures for the Administration of the Use of Medical Fee Bills, when medical institutions obtain outpatient medical income and inpatient medical income, they shall issue medical fee bills to the payer and affix their own financial seal or special seal for fees. If the medical institution does not issue a bill for medical charges, the payer has the right to refuse to pay.
 Article 24 of the Measures for the Administration of the Use of Medical Fee Receipts When a medical institution issues a medical fee bill, it shall truthfully fill in all the copies of the bill, and ensure that the handwriting is clear, the content is complete and true, the seals are complete, and the content and amount of each copy are consistent. If it is wrong, it shall be filled out separately. The bills invalidated due to wrong filling, medical refund and other reasons shall be stamped with the invalid stamp or marked with the word "invalid", and all copies shall be kept intact, and shall not be destroyed without authorization.
