1. Submit litigation materials to the filing chamber of the court with jurisdiction to apply for filing.
2. After review, the filing court will send the Notice of Payment to the plaintiff if it believes that the conditions for filing are met (some courts also have documents such as the Risk Notification, the Notice of Providing Evidence, and the Notice of Acceptance). After the plaintiff paid the legal fees with the Payment Notice, the case filing was completed.
Generally speaking, within 1-2 weeks from the date of filing, the case will be assigned by the filing court to the trial court or the expedited tribunal.

Article 119 of the Civil Procedure Law of the People's Republic of China requires that the following conditions be met:
（1） The plaintiff is a citizen, legal person or other organization that has a direct interest in the case;
（2） There are definite defendants;
（3） There are specific claims, facts and reasons;
（4） It falls within the scope of civil litigation accepted by the people's court and under the jurisdiction of the people's court to which the lawsuit is filed.
Article 120 of the Civil Procedure Law of the People's Republic of China shall submit a bill of complaint to the people's court and submit copies according to the number of defendants.
If it is really difficult to write a statement of complaint, it may be filed orally, and the people's court shall record it in writing and inform the other party.
