 （3） Right of way principle
 The principle of right of way is the principle of going their own way Article 38 of the Road Traffic Safety Law stipulates that "vehicles and pedestrians shall follow the traffic signal and pass on the road without traffic signal under the direction of the traffic police in case of on-site command of the traffic police, and shall pass on the principle of ensuring safety and smoothness".  （4） Safety principle
 The principle of reasonable avoidance. Traffic accidents have various forms and causes. While enjoying the right of way, traffic participants must reasonably avoid others' infringement of their own legal right of way and take the initiative to maintain safety. In case of a traffic accident, how to analyze the role of the behaviors of both parties in the accident, and how to divide the responsibility of the accident, first determine that one party has violated the traffic regulations, then analyze how the other party handles it, and then measure the role of the behaviors of both parties and divide the responsibility based on whether both parties have fulfilled their safety obligations when the accident occurs.
