The normal procedure is that the village collective should submit the road construction application report to the government, and the money can only be obtained after the approval.
 Legal basis
 Article 47 of the Land Administration Law of the People's Republic of China, where the state expropriates land, the local people's government at or above the county level shall make an announcement and organize the implementation after approval in accordance with legal procedures.
 If the local people's government at or above the county level intends to apply for land acquisition, it shall carry out an investigation of the current situation of the land to be acquired and an assessment of social stability risks, and announce the scope of land acquisition, the current situation of the land, the purpose of land acquisition, compensation standards, resettlement methods and social security within the township (town), village and villagers' group where the land to be acquired is located for at least 30 days, Listen to the opinions of the rural collective economic organizations and their members, the villagers' committees and other interested persons whose land has been requisitioned.
 If most of the members of the rural collective economic organizations whose land has been requisitioned believe that the compensation and resettlement plan for land requisition does not conform to the provisions of laws and regulations, the local people's government at or above the county level shall organize a hearing and modify the plan according to the provisions of laws and regulations and the hearing.
 The owner and user of the land to be expropriated shall, within the time limit specified in the announcement, go through compensation registration with the real estate ownership certification materials. The local people's government at or above the county level shall organize the relevant departments to calculate and implement the relevant fees, ensure that the full amount is in place, and sign an agreement with the owner and user of the land to be expropriated on compensation and resettlement; If it is really difficult to reach an agreement in some cases, it shall be truthfully explained when applying for land acquisition.
 The local people's government at or above the county level can apply for land acquisition only after the relevant preliminary work is completed.
