Business operators in public places shall carry out publicity about the health hazards of smoking, and provide full-time (part-time) staff to dissuade smokers. In addition, the detailed rules also specify the penalty clauses: operators of public places who fail to take immediate measures against the occurrence of health hazard accidents, resulting in the expansion of hazards, or conceal, delay or make false reports, will be fined more than 5000 yuan but less than 30000 yuan; If the circumstances are serious, the violator shall be ordered to suspend business for rectification according to law, or even his hygiene license shall be revoked. If a crime is constituted, criminal responsibility shall be investigated according to law.
 According to the Regulations on the Administration of Sanitation in Public Places, public places include 28 places such as hotels, restaurants, bars, cinemas, recreation halls (rooms), parks, exhibition halls, waiting rooms (planes, boats), and public transportation vehicles.
