According to the provisions of relevant laws in China, before applying for annual review, the owner of a motor vehicle should complete the handling of road traffic safety violations and traffic accidents involving the vehicle, so it is impossible to conduct annual review without handling traffic accidents.
 Provisions on Motor Vehicle Registration
 Article 49 The owner of a motor vehicle may, within three months before the expiration of the validity period of the motor vehicle inspection, apply to the vehicle administration office at the place of registration for an inspection conformity mark.
 Before applying, the owner of the motor vehicle shall complete the handling of road traffic safety violations and traffic accidents involving the vehicle. When applying, the owner of a motor vehicle shall fill in an application form and submit a driving license, a compulsory insurance certificate for the liability of motor vehicles for traffic accidents, a certificate for the payment or exemption of vehicle and vessel taxes, and a certificate of compliance with the safety and technical inspection of motor vehicles.
 The vehicle management office shall, within one day from the date of acceptance, confirm the motor vehicles, examine the certificates and vouchers submitted, and issue inspection conformity marks.
