 The extension of the term of land contract for another 30 years will keep the rural land contract relationship stable for 75 years from the first round of contract, which is a major measure to implement "long-term stability". The existing contracted land will continue to be contracted by farmers after the expiration of the second round of land contract, and the contract period will be extended for another 30 years, starting from the expiration of the second round of land contract in various regions. Based on the confirmation, registration and issuance of the land contract right certificate, the issued land contract right certificate will continue to be valid and unchanged in the new contract period, and the contract period recorded in the certificate will be changed uniformly at that time. For individual land transfer, the contract, register and certificate shall be changed accordingly.
 2. The third round of land contracting is based on the proposal of the existing population contracting and the restoration of field operation roads and the re confirmation of land rights ". According to the proposal, adjusting the contracted land according to the change of family members is not in line with the national rural land contracting laws and policies, and is not conducive to maintaining the stability of land contracting relations. The reply indicated that at present, the second round of land contracting is about to expire. According to the Opinions of the Central Committee of the Communist Party of China and the State Council on Maintaining a Stable and Long term Land Contracting Relationship, after the expiration of the second round of land contracting, the principle of extension should be adhered to, and the contracted land should not be disordered and redistributed to ensure that the original contracted land of most farmers continues to remain stable. For a small number of villages and groups with special circumstances such as the destruction of contracted land due to natural disasters and the general demand of the masses for land transfer, the farmers' collective democratic negotiation can be carried out in accordance with the principle of great stability and small adjustment, with the consent of more than two-thirds of the members of the villagers' meeting or more than two-thirds of the villagers' representatives of the members of the collective economic organization, and reported to the township (town) With the approval of the government and the agricultural and other administrative departments of the county government, appropriate adjustments can be made among individual farmers.
 Legal basis
 Article 21 of the Rural Land Contract Law of the People's Republic of China, the contract term of cultivated land is 30 years. The contract term of grassland is 30 to 50 years. The contract period of forest land is 30 to 70 years.
 The contract term of cultivated land specified in the preceding paragraph shall be extended for another 30 years after the expiration of the contract term, and the contract term of grassland and forest land shall be extended accordingly according to the provisions of the preceding paragraph after the expiration of the contract term.
