China's Marriage Law stipulates that the age of marriage shall not be earlier than 22 for men and 20 for women. This is the starting point of the marriage age of men and women, and the boundary between legal marriage and illegal marriage. When men and women reach this age, they are not necessarily married. The state calls for late marriage. Young men and women can, on a voluntary basis, appropriately postpone marriage according to their own conditions and requirements. The legal age of marriage and the call for late marriage, one is to prevent early marriage, the other is to promote late marriage; One is mandatory regulations and enforcement, the other is advocacy and call, and the two should not be artificially opposed. After publicity and education, some people who have reached the marriageable age insist on getting married, and the marriage registration authority should grant them marriage registration.  1、 Conditions for marriage registration
 1. Both men and women must marry voluntarily.
 2. Marriage age: male over 22 years old and female over 20 years old.
 3. Both parties have no spouse (unmarried, divorced, widowed).
 4. Both parties have no direct blood relationship and collateral blood relationship within three generations (self prompt).
 2、 Certificate submitted for marriage registration
 1. My permanent residence booklet and resident ID card.
 2. I have no spouse.
 3. The party concerned shall submit three recent 2-inch half length bareheaded color group photos (photos can be taken on the spot).
 3、 Procedures for marriage registration
 1. Both men and women who require marriage registration shall present the required certificates to the marriage registration office of the district or county level municipal civil affairs bureau (or town people's government) where one party has permanent residence.
 2. Both parties shall apply to the marriage registration authority in person and fill out a Declaration of Application for Marriage Registration.
 3. Both parties must sign or fingerprint in person in the "Declarer" column of the Declaration of Marriage Registration Application in front of the marriage registrar.
 4. The marriage registration authority shall examine the certificates and statements submitted by both parties and grant registration if they meet the conditions for marriage registration.
 4、 Time limit and charging standard of marriage registration
 1. Time limit for registration: the documents shall be complete, and the marriage certificate shall be issued after registration on the spot.
 2. Charging standard: 9 yuan for each domestic marriage registration pair plus other related fees.
 Opinions of the Ministry of Civil Affairs on Several Issues Concerning the Implementation of the Marriage Registration Regulations
 If the party concerned is unable to issue the household register, the marriage registration authority can handle the marriage registration by presenting the household registration certificate with the seal issued by the public security department or the relevant household registration management agency; If the party concerned belongs to a collective household register, the marriage registration authority can handle the marriage registration by presenting his/her household card in the collective household register or the photocopy of the household register with the unit seal recording his/her household registration.
