When a traffic accident occurs at an intersection without traffic lights, if both parties disagree with the determination of responsibility, the responsibility of the party shall be determined according to the role of the party's behavior in the road traffic accident and the severity of the fault.
 If a road traffic accident is caused by the fault of one party, it shall bear full responsibility; If a road traffic accident occurs due to the fault of two or more parties, they shall bear the primary responsibility, equal responsibility and secondary responsibility respectively according to the effect of their actions on the accident and the severity of the fault; Each party has no fault that causes road traffic accidents. If it is a traffic accident, neither party is responsible.
 Legal basis
 Article 16 of the Provisions on the Procedures for Handling Road Traffic Accidents, if the public security organ and its traffic management department receive a warning, they shall accept it, prepare a registration form and record the following:
 （1） The method and time of the alarm, the name and contact information of the alarm person, and the alarm telephone number shall also be recorded if the alarm is made by telephone;
 （2） Time and place of occurrence or discovery of road traffic accidents;
 （3） Casualties;
 （4） Vehicle type, vehicle license plate number, whether there are dangerous goods, the type of dangerous goods, whether there is leakage, etc;
 （5） If a person is suspected of escaping from a traffic accident, he/she shall also inquire about and record the vehicle type, color, characteristics, escape direction, physical features of the escaping driver and other relevant information.
 If the police officer fails to give his name, it shall be recorded. If the police officer is unwilling to disclose his name, he shall keep it confidential.
