Vehicles without ETC can also enjoy free high-speed policy as long as they are small buses with 7 seats or less!

The implementation scope of toll free expressway in the Implementation Plan of Exempting Small Bus Toll on Major Holidays:
（1） The free passage covers four national legal holidays, including the Spring Festival, Tomb Sweeping Day, Labor Day and National Day, and the above legal holidays determined by the General Office of the State Council in the same year. The free time period starts at 00:00 on the first day of the holiday and ends at 24:00 on the last day of the holiday (the time when vehicles pass through the toll lane of the toll station shall prevail for ordinary roads, and the time when vehicles leave the exit toll lane shall prevail for expressways).
（2） The range of free vehicles is passenger carrying vehicles with less than 7 seats (including 7 seats) on toll roads, including motorcycles allowed to run on ordinary toll roads.
（3） The toll roads (including toll bridges and tunnels) that are free of charge are toll roads (including toll bridges and tunnels) that comply with the provisions of the Highway Law of the People's Republic of China and the Regulations on the Administration of Toll Roads) and are set up according to law. The people's government of each province (district, city) shall decide whether to implement free passage for airport expressways.
