[Legal Opinion]
1. If the first child is born in accordance with the law, if the household registration of both men and women is local, it is not necessary to apply for a birth permit or relevant certificates (if the household registration is not local, it is necessary to consult the family planning department in the place where the household registration is located)
2. Those who give birth to a second child in accordance with the law do not need to apply for a birth certificate (i.e. a birth permit for the second child), but only need to go to the community for birth registration and issue a Birth Service Certificate (i.e. a certificate)
Change: Since January 1, 2016, the country has fully liberalized the two child policy. The Health and Family Planning Commission has launched a birth registration system for families with one child and two children. It will no longer issue the "one-child certificate" and "approval of another child" birth certificates, but only issue the "birth service certificate".
Note: Those who give birth to three or more children still need to apply for the birth certificate of "Approval for Another Child".
