If no settlement can be reached through negotiation, it can be settled through litigation, but the prosecution must be able to prove that the child's household registration will be moved with it, which is beneficial to the child.
 In addition, as the household registration management organ, the public security organ has the right to go directly to the public security organ to understand the household registration policy, and the public security organ has the obligation to inform. According to Article 3 of the Household Registration Regulations, the work of household registration is in the charge of public security organs at all levels. In cities and towns with police stations, the areas under the jurisdiction of the police stations shall be the areas under the jurisdiction of the townships and towns without police stations shall be the areas under the jurisdiction of the townships and towns. Township and town people's committees and local police stations are the household registration organs.
