    The act of publicly abusing infringes the reputation right of the other party, which is a violation of the Law of the People's Republic of China on Administrative Penalties for Public Security. If it constitutes civil tort liability, it shall be detained for not more than five days or fined not more than 500 yuan. If the circumstances are relatively serious, it shall be detained for not less than five days but not more than 10 days and may also be fined not more than 500 yuan.
    The school will criticize and educate the bullying students in minor cases of general bullying. Students who commit bullying should apologize to the bullied students in person or in writing to gain understanding.
    For serious bullying events with relatively bad circumstances and causing obvious physical and psychological harm to the bullied students, the school can invite the public security organ to participate in warning education or admonish the bullied students while criticizing and educating the bullied students.
    In the case of serious bullying that refuses to correct after repeated teaching or the circumstances are bad, the bullying students can be transferred to special (work study) schools for education when necessary.

    Legal basis

    Article 42 of the Law of the People's Republic of China on Administrative Penalties for Public Security shall be detained for not more than 5 days or fined not more than 500 yuan for any of the following acts:; If the circumstances are relatively serious, he shall be detained for not less than 5 days but not more than 10 days, and may also be fined not more than 500 yuan: (1) writing threatening letters or threatening the personal safety of others by other means; (2) Openly insulting others or fabricating facts to slander others; (3) Fabricating facts to falsely accuse and frame another person in an attempt to subject another person to criminal investigation or public security administration punishment; (4) Threatening, insulting, beating or retaliating against a witness or his close relatives; (5) Repeatedly sending obscene, insulting, intimidating or other information to interfere with the normal life of others; (6) Peeping, taking pictures, eavesdropping, or spreading other people's privacy.
