 You can apply for a hukou within one month of birth. Within one month after the birth of the newborn, the parents or guardians of the newborn shall apply for birth registration at the permanent residence registration authority of the newborn with the Birth Medical Certificate and the Household Register. According to Article 7 of the Regulations of the People's Republic of China on Household Registration, within one month after the birth of a baby, the head of household, relatives, caregivers or neighbors shall report the birth registration to the permanent residence registration authority of the baby. When an abandoned baby is born, the adopter or the baby rearing organ shall report the birth registration to the household registration organ. This is the relevant law about your problem.
