The marriage certificate cannot be issued as long as the household registration page.
 To get a marriage certificate, you need two people to hold an ID card, a household registration book, and several photos of the two people's photo certificates together, and apply to the civil affairs department where one party's household registration is located. The household registration book only takes its own page, and may not be able to go through marriage procedures. You can go to the police station for household registration management with your ID card, issue your household registration information certificate, and affix the official seal of the police station. It can also be used as a household registration book. If the party concerned is unable to issue the household register, the marriage registration authority can handle the marriage registration by presenting the household registration certificate with the seal issued by the public security department or the relevant household registration management agency; If the party concerned belongs to a collective household registration, the marriage registration authority can handle the marriage registration by presenting his/her household registration card in the collective household registration book, or a copy of the household registration book with the unit seal recording his/her household registration.
 Legal basis
 Article 1046 of the Civil Code of the People's Republic of China [Voluntary Marriage] Marriage shall be completely voluntary between men and women. Neither party is allowed to force the other party, nor is any organization or individual allowed to interfere.
 Article 1047 [Legal age for marriage] of the Civil Code of the People's Republic of China, the age for marriage shall not be earlier than 22 for men and 20 for women.
 Article 1048 of the Civil Code of the People's Republic of China [Circumstances under which marriage is prohibited] Marriage is prohibited for direct relatives by blood or collateral relatives by blood within three generations.
 Article 1049 [Marriage registration] of the Civil Code of the People's Republic of China requires both men and women to apply for marriage registration in person at the marriage registration office. Those who meet the provisions of this Law shall be registered and issued marriage certificates. The marriage relationship is established when the marriage registration is completed. If no marriage registration is handled, it shall be re registered.
 Article 1050 of the Civil Code of the People's Republic of China [Both parties are family members after marriage] After registration of marriage, according to the agreement of both men and women, the woman may become a member of the man's family, and the man may become a member of the woman's family.
 Article 1051 [Circumstances of invalid marriage] of the Civil Code of the People's Republic of China is invalid under any of the following circumstances:
 （1） Bigamy;
 （2） Having kinship prohibited from marriage;
 （3） Under the legal age of marriage.
