Answer: According to the Adoption Law of the People's Republic of China and the Measures for the Registration of Chinese Citizens' Adoption of Children, an adopted child can go through the relevant procedures at the adoption registration authority of the civil affairs department at the county level.
 Requirements: The adopter shall meet the following requirements:
 （1） Childless;
 （2） Having the ability to support and educate the adoptee;
 （3） Not suffering from any disease that is medically considered unsuitable for adoption;
 （4） At least 30 years old. An overseas Chinese who adopts a child of collateral blood relatives of the same generation or less may also be exempt from the restriction that the adopter has no children. If a male without spouse adopts a female, the age difference between the adopter and the adoptee shall be more than 40 years.
 Adopters: minors under the age of 14 may be adopted: (1) orphans who have lost their parents; （2） Abandoned infants and children whose parents cannot be found; （3） Children whose parents have special difficulties and are unable to support them.
 Materials required for registration:
 1. Household register;
 2. ID card;
 3. Proof of marital status and ability to support and educate the adoptee;
 4. A health certificate issued by a medical institution at or above the county level that the child is not suffering from a disease that is considered medically unacceptable for adoption;
 5. Picking is certified;
 6. The abandoned baby certificate issued by the local police station where the abandoned baby was found;
 7. Relevant certificates issued by the municipal family planning department.
