Deposits that exceed the provisions of the local five guarantees will be disqualified. The objects of the five guarantees are as follows:
 1. It is impossible to appoint a maintenance obligor, or although there is a statutory maintenance obligor, the maintenance obligor is unable to maintain;
 2. A person who is incapable of working;
 3. No source of income (including those who pick up garbage, and those who pick up garbage without explicit provisions of the law are considered to have a source of income);
 4. Villagers who are old, disabled and under 16 years old.
 The determination of the five guarantees shall be applied for by the villagers themselves or nominated by the villagers' group, reviewed by the villagers' committee and reported to the township government for approval, and issued with the Five Guarantees Certificate of Support. The five guarantees can be enjoyed with the Five Guarantees Certificate of Support.

The civil affairs department of the people's government at the county level shall make an examination and approval decision within 20 days after receiving the examination opinions and relevant materials. For those approved to grant rural five guarantees, the Certificate of Rural Five Guarantees will be issued; If the approval is not granted if the conditions are not met, the reasons shall be stated in writing. The people's government of a township, nationality township or town shall investigate and verify the family and economic conditions of the applicant; When necessary, the civil affairs department of the people's government at the county level may conduct a review. The applicant, relevant organization or individual shall cooperate and accept the investigation, and truthfully provide relevant information.
