may not. The divorce by agreement can only be handled in the civil affairs bureau of the place where the male and female have registered permanent residence, not in other places. However, in case of divorce in the court, if both of them leave their registered permanent residence and the defendant has lived in a different place for more than one year, they can apply for divorce in a different court. Other situations cannot be handled in other places.
 （1） Both parties who divorce by agreement go to the marriage registration office where one party's household registration is located to handle the divorce procedures! The following certificates and supporting materials shall be issued:
 (1) My household register and ID card (2) My marriage certificate (3) The divorce agreement signed by both parties. The divorce agreement shall state the intention of both parties to divorce voluntarily and the consensus on matters such as child rearing, property and debt disposal, and visitation rights.
 （2） If negotiation fails and divorce is filed, divorce shall be filed in the court of the defendant's domicile or habitual residence (continuous residence for more than one year).
