 Article 22 of the Provisional Regulations on Real Estate Registration: In case of any of the following circumstances in the registration application, the real estate registration agency shall refuse to register and notify the applicant in writing: (1) Violation of laws and administrative regulations; （2） There is an unresolved ownership dispute; （3） The real estate rights applied for registration exceed the prescribed time limit; （4） Other circumstances under which registration is not allowed according to laws and administrative regulations.
