If one party delays the transfer of ownership, it can be executed according to the provisions of the agreement. If it is a breach of contract, the other party can be held liable for breach of contract. If the other party fails to perform, it may bring a lawsuit to the people's court. If the parties have transferred and delivered the motor vehicle in the form of sale, but have not handled the registration of ownership transfer, the traffic accident occurred shall be borne by the buyer.
 According to Chinese law, if one party expressly expresses or indicates by its own behavior that it does not perform its contractual obligations, the other party may require it to bear the liability for breach of contract before the expiration of the performance period.
 Basic process of vehicle ownership transfer
 Vehicle management office files → criminal investigation, industrial and commercial vehicle inspection → receipt of driving license acceptance receipt → receipt of driving license original → purchase tax transfer → insurance renaming.
 Materials required
 （1） The original of the Application Form for Registration, Transfer, Cancellation of Registration/Transfer in of Motor Vehicles;
 （2） The original and photocopy of the identity certificate of the current motor vehicle owner;
 （3） The original or original and photocopy of the certificate and voucher for the transfer of the ownership of the motor vehicle. Among them, the used car sales invoice, the Notice of Assistance in Implementation and the transfer certificate issued by the state organs, enterprises, institutions and social organizations should be the original;
 （4） The original of the Certificate of the People's Republic of China on the Deregulation of Vehicles under Customs Supervision or the transfer certificate approved by the customs (motor vehicles under customs supervision);
 （5） Original driving license;
 （6） The original of the motor vehicle inspection record form (the standard photos of the motor vehicle and the rubbing of the frame number are posted).
 （7） Original of motor vehicle registration certificate;
 （8） One standard photo of motor vehicle;
 （9） Power of Attorney and identity certificate of the agent (motor vehicle registration and related business applied by the agent).
 Required certificates
 The original owner's ID card, the new owner's ID card, the original/duplicate of the vehicle driving license, the purchase tax book, the vehicle and vessel use tax payment certificate, the motor vehicle registration certificate, the motor vehicle criminal investigation and vehicle inspection certificate, the insurance policy/card/invoice.
