An adopter who meets the conditions for adoption shall first complete the legal procedures abroad, then go through the adoption procedures at the local civil affairs bureau, and finally go through the immigration procedures for foreigners at the public security department. Relevant legal provisions: Article 6 of the Measures for the Registration of Adoption of Children by Foreigners in the People's Republic of China, the civil affairs departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall examine the certificates and supporting materials submitted by the person placing out the child for adoption, and make public announcements to search for the biological parents of abandoned infants and children whose parents cannot be found; If the adoptee and the person placing out the child for adoption meet the requirements of the Adoption Law, the list of the adoptee and the person placing out the child for adoption that meet the requirements of the Adoption Law shall be notified to the Chinese adoption organization, and the following certificates and supporting materials shall be forwarded at the same time: (1) If the person placing out the child for adoption is a resident residence booklet and resident identity card, the social welfare institution shall be a copy of the identity card of the person in charge;
