 1. Those who engage in the business activities of Internet access services without authorization shall be banned by the cultural administrative department or by the cultural administrative department in conjunction with the public security organ according to law, the places where they engage in illegal business activities shall be sealed up, and special tools and equipment for illegal business activities shall be detained;
 2. If the criminal law is violated, criminal responsibility shall be investigated according to the provisions of the Criminal Law on the crime of illegal business operation.
 According to Article 266 of the Criminal Law of the People's Republic of China, if the amount of [crime of fraud] defrauding public or private property is relatively large, it shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and shall also, or shall only, be fined;

Where this Law provides otherwise, such provisions shall prevail.
