According to Article 29 of the Power Supply Business Rules, the user shall change his name or transfer his ownership (change the name of the user according to law or change the owner of the house by the resident user) and apply to the power supply enterprise with the relevant certificate. Power supply enterprises shall deal with the following provisions: 1. Under the condition that the address, capacity and type of electricity use remain unchanged, it is allowed to change the name or transfer ownership; 2. The original user should settle the debt with the power supply enterprise before the original power supply relationship can be terminated; 3. In case of unauthorized transfer without applying for transfer procedures, the new user shall bear the debts of the original user. If the power supply enterprise finds that the user has transferred the ownership without permission, the power supply enterprise shall notify the user to go through the formalities and stop the power supply if necessary.
