    Procedures for obtaining the Only Child Certificate
    The procedures for obtaining the certificate that both the husband and wife and their children are permanent residents in the city's rural areas or urban areas:
    (1) The woman should go to her unit (if there is no unit, go to the villagers' committee or the residents' committee) to get the Application and Approval Form for the Only Child Certificate.
    (2) After the preliminary examination and approval of both parties' units (if there is no unit, the villagers' committee or the residents' committee), it shall be sent to the township (town) people's government or the sub district office where the woman's permanent residence is located for review (with the original household register and marriage certificate). The township (town) people's government or sub district office shall complete the review within 15 days and report it to the district/county family planning committee for approval (with a copy of the household register attached).
    (3) The district and county family planning committees shall complete the examination and approval within 30 days from the next day after receiving the Application and Approval Form for the Only Child Certificate. The only child certificate shall be issued to those who meet the conditions.
    An only child refers to the only child born by a couple. Only children and non only children have the same physical and mental development law. However, sibling relationship will play a role in the process of children's socialization. In addition to the parent-child relationship with parents, only children have no sibling relationship, so their socialization has its own characteristics, but only children and non only children can learn to make friends. The one-child policy is a policy to control the rapid population growth in response to the call of the state.
    Couples of childbearing age who have voluntarily given birth to only one child for life or who have not given birth and have adopted only one child according to law, upon their own application, shall be verified by their unit or the village (neighborhood) people's committee, and reported to the township (town) people's government and the sub district office to issue the Honor Certificate for Parents of Only Child, which shall enjoy the following preferential treatment:
    1. From the month of obtaining the certificate to the age of 14, the only child health care fee of 5 to 20 yuan will be paid every month. If both husband and wife have work units, the work units of both parties shall bear half of the burden; If one party has a work unit and the other party has no work unit, the work unit of the party with work unit shall pay; If both husband and wife have no work units, the people's government of the township (town) where the household registration is located or the sub district office shall pay the expenses, which shall be shared by the family planning funds at all levels.
    2. The collective income of rural distribution will increase one person's share of the only child family (including one person's share of the only child family in the distribution of land compensation after rural land acquisition); The only child and his/her parents will be taken care of in terms of housing site division (including 70% of the housing price for reconstruction and resettlement plus 40 square meters of housing level adjustment coefficient for the rural only child), production support, employment introduction, etc.
    3. Places and units where conditions permit may grant subsidies to the only child for entering nursery schools, kindergartens, schools and hospitals. During the period of compulsory education for the only child of a poor rural family, incidental expenses may be reduced or exempted where conditions permit.
    4. Other rewards and preferential treatment stipulated by the people's governments at all levels and the units where the parents of the only child work or the village (residents') committees.
