After the application is accepted by the local public security organ, the resident identity card shall be issued within 60 days after the citizen submits the Registration Form for Application for Resident Identity Card.
 Legal basis
 Article 11 of the Law of the People's Republic of China on Resident Identity Cards Where the state decides to issue a new generation of resident identity cards, the validity of the resident identity cards expires, the citizen's name is changed or the certificate is seriously damaged and cannot be identified, the citizen shall replace it with a new one; If there is an error in the registration item of the resident identity card, the public security organ shall correct it in time and issue a new card; When receiving a new certificate, the original certificate must be returned. If a resident identity card is lost, it shall be applied for replacement. If a citizen under the age of 16 has a resident identity card that falls under the circumstances mentioned in the preceding paragraph, he may apply for a new one, a new one, or a new one. When a citizen goes through the formalities of moving his permanent residence, the public security organ shall record the change of the address of his permanent residence in the machine-readable items of his resident identity card and inform him.
 Article 12 of the Law of the People's Republic of China on Resident Identity Cards The public security organ shall, in accordance with regulations, promptly handle the application of citizens for obtaining, changing or reissuing resident identity cards. The public security organ shall issue resident identity cards within 60 days after citizens submit the Application and Registration Form for Resident Identity Cards; In areas with inconvenient transportation, the handling time may be extended appropriately, but the extended time shall not exceed 30 days.
 If a citizen urgently needs to use a resident identity card during the period of applying for obtaining, changing or reissuing a resident identity card, he or she may apply for a temporary resident identity card, and the public security organ shall handle it in a timely manner according to regulations. The specific measures shall be formulated by the public security department under the State Council.
