    The compensation standard for land occupation of buried sewage pipelines shall be in accordance with the law.

    Article 8 of the Regulations of the People's Republic of China on the Expropriation and Compensation of Houses on State owned Land, in order to safeguard national security, promote national economic and social development and other public interests, in any of the following circumstances, if it is really necessary to expropriate houses, the municipal and county people's governments shall make a decision on house expropriation:

    (1) National defense and diplomatic needs;

    (2) The need for infrastructure construction such as energy, transportation and water conservancy organized and implemented by the government;

    (3) The needs of public utilities such as science and technology, education, culture, health, sports, environmental and resource protection, disaster prevention and reduction, cultural relics protection, social welfare, and municipal utilities organized and implemented by the government;

    (4) The need for the construction of affordable housing projects organized and implemented by the government;

    (5) The need for the reconstruction of old urban areas in areas where dangerous houses are concentrated and infrastructure is backward, which is organized and implemented by the government in accordance with the relevant provisions of the Urban and Rural Planning Law;

    (6) Other requirements of public interests stipulated by laws and administrative regulations.

    The land occupied by the pipeline belongs to the scope of land requisition by the state for the public interest, and compensation shall be made according to the original use of the land requisitioned. The land compensation fee for expropriated cultivated land shall be six to ten times of the average annual output value of the three years before expropriation, and the resettlement subsidy per person shall be four to six times of the average annual output value of the three years before expropriation. The standards of compensation for attachments and young crops on the expropriated land, land compensation fees and resettlement subsidies for other land expropriated shall be stipulated by the provincial government.
