Article 48 Except as otherwise provided in this Law, business operators shall bear civil liability in accordance with other relevant laws and regulations in any of the following circumstances when providing commodities or services:
(1) The goods or services are defective;
(2) It does not have the service performance that a commodity should have, but it is not explained when it is sold;
(3) Not conforming to the commodity standards indicated on the commodity or its package;
(4) where the quality condition indicated by way of commodity description or physical sample, etc, is not met;
(5) Producing commodities that have been officially eliminated by the State or selling expired or deteriorated commodities.
