According to the Regulations of the People's Republic of China on Punishment of Civil Servants in Administrative Organs, anyone who commits one of the following acts shall be given a demerit or a major demerit; If the circumstances are relatively serious, they shall be demoted or removed from office; If the circumstances are serious, they shall be dismissed, one of which is (3) to apportion or collect property from citizens, legal persons or other organizations in violation of regulations; Public officials affiliated with the Second Construction Engineering Co., Ltd. are typical of those who collect property from legal organizations in violation of regulations, and may be dismissed from public office if the circumstances are serious.

 The Administrative Measures for the Practice of Certified Constructors (for Trial Implementation) stipulates that 1. Certified constructors shall not commit the following acts: (1) sign fraud or seal unqualified documents; (2) engage in practice activities in the name of others or allow others to engage in their own names; (3) Forge, alter, resell, lease, lend or illegally transfer qualification certificates, registration certificates and practice seals in other forms; (4) Failing to perform the obligations of a certified constructor and other acts prohibited by laws, regulations and rules. 2. Any unit or individual may complain and report the illegal and irregular behaviors of the registered constructor to the construction competent department and relevant departments of the local people's government at or above the county level in the place where the registered constructor is registered or where the project is located, and submit corresponding materials
