The house has no house property certificate, can it be notarized with invoices?

According to Article 31 of the Notarization Law of the People's Republic of China (2017 Amendment), a notary office will not handle notarization in any of the following circumstances: (1) a person without civil capacity or a person with limited civil capacity does not have a guardian to apply for notarization; （2） The party concerned has no interest in the matter to be notarized; （3） The matter applied for notarization is a matter of professional technical appraisal and evaluation; （4） There is a dispute between the parties concerning the matter for which notarization is applied; （5） The party concerned fabricates or conceals facts, or provides false evidentiary materials; （6） The evidentiary materials provided by the party concerned are insufficient or refuse to supplement the evidentiary materials; （7） The matter applied for notarization is untrue and illegal; （8） The matter applied for notarization violates social morality; （9） The party concerned refuses to pay the notarization fee according to the regulations. Premises Permit is a certificate that the purchaser obtains the legal ownership of the house through transaction and can exercise the right to occupy, use, benefit from and dispose of the purchased house according to law.
