If one party does not agree to divorce, the other party may divorce by litigation.
As long as the party who does not want to divorce provides evidence that their feelings are not broken, the court will not judge both parties to divorce.

Article 1079 of the Civil Code: If one of the husband and wife requests divorce, the relevant organization may mediate or directly file a divorce lawsuit with the people's court. When hearing divorce cases, the people's courts shall conduct mediation; Divorce shall be granted if the relationship has really broken down and mediation has failed. (The Civil Code will enter into force on January 1, 2021).
