From the legal perspective, Article 18 of the Criminal Law of our country stipulates that "a mental patient who causes harmful results when he is unable to recognize or control his own behavior, and who has been identified and confirmed by legal procedures, shall not bear criminal responsibility, but his family members or guardians shall be ordered to take strict care of and receive medical treatment; when necessary, the government shall force medical treatment". It can be seen that, at the legal level, the situation that mental patients do not bear criminal responsibility for crimes only occurs under certain strict conditions.
