Article 12 Where the remuneration system of realty service fees is implemented, the realty service expenses collected in advance belong to the nature of escrow and are owned by the owners who have paid them. The realty management enterprise shall not use them for expenses other than those agreed in the realty service contract. The realty management enterprise shall publish the annual budget and final accounts of realty service funds to the owners' assembly or all owners, and publish the income and expenditure of realty service funds at least once a year. When the owners or the owners' assembly raise questions about the announced annual budget and final accounts of property service funds and the income and expenditure of property service funds, the property management enterprise shall reply in a timely manner. Article 13 The realty service fees shall be charged in the form of remuneration. The realty management enterprise or the owners' assembly may, in accordance with the realty service contract, employ a professional institution to audit the annual budget and final accounts of realty service funds and the income and expenditure of realty service funds. Article 14 The property management enterprise shall abide by the national price laws and regulations in the property service, strictly perform the property service contract, and provide the owners with services that match the quality and price. Article 15 The owners shall pay the property service fees or property service funds in full and on time in accordance with the provisions of the property service contract. If the owner fails to pay the service fee or property service fund within the time limit in violation of the property service contract, the owner committee shall urge the owner to pay within the time limit; If it still fails to pay within the time limit, the property management enterprise may pursue the payment according to law.
