First, make sure that the local vehicle management office does not accept the model you are going to buy, for example, some cities do not accept cars with too long service life or carburetors. Prepare the ID cards of both parties, one original and one copy, and the original invoice when buying the car. Then go to the registration place of the vehicle to go through the formalities, and then go to the transfer place of the vehicle to go through the formalities.
 Article 13 of the Provisions on the Registration of Motor Vehicles stipulates that if the residence of the motor vehicle owner moves out of the area under the jurisdiction of the vehicle administration office, the vehicle administration office shall, within three days from the date of acceptance, endorse the changes on the motor vehicle registration certificate, withdraw the number plate and driving license, issue a temporary driving number plate with a validity period of 30 days, and hand over the motor vehicle files to the motor vehicle owner. The owner of a motor vehicle shall apply for the transfer of the motor vehicle to the vehicle management office at his domicile within the period of validity of the temporary license plate.
 When applying for transfer in of a motor vehicle, the owner of the motor vehicle shall fill in the application form, submit the identity certificate, motor vehicle registration certificate and motor vehicle files, and submit the motor vehicle for inspection. If the period of validity of the inspection has expired when the motor vehicle is transferred in, it shall conduct a safety technical inspection at the place of transfer in and submit a certificate of conformity of the safety technical inspection of the motor vehicle and a certificate of compulsory insurance for traffic accident liability. The vehicle management office shall, within three days from the date of acceptance, confirm the motor vehicles, check the rubbing film of the vehicle identification code, examine the relevant certificates, vouchers and motor vehicle files, sign the transfer in information on the motor vehicle registration certificate, and issue number plates, driving licenses and inspection conformity marks.
