 For example, if the perpetrator engages in an industry that needs to be approved by the public security organ according to State regulations without authorization, the public security organ may detain him for not less than 10 days but not more than 15 days and impose on him a fine of not less than 500 yuan but not more than 1000 yuan; If the circumstances are relatively minor, he shall be detained for not more than five days or fined not more than 500 yuan. However, if the circumstances are serious enough to be suspected of committing a crime, criminal responsibility shall also be investigated according to law. The object infringed by the crime of illegal business operation should be the market order. Among them, the import and export licensing system is an important part of the business licensing system. The trading of import and export licenses and import and export certificates of origin not only violates the market order, but also violates the foreign trade management system.
 Legal basis
 Article 54 of the Law on Administrative Penalties for Public Security commits one of the following acts, shall be detained for not less than 10 days but not more than 15 days, and shall also be fined not less than 500 yuan but not more than 1000 yuan; If the circumstances are relatively minor, he shall be detained for not more than five days or fined not more than 500 yuan:
 （1） Those who, in violation of State regulations, carry out activities in the name of a social organization without registration and still carry out activities after being banned;
 （2） A social organization whose registration has been revoked according to law still conducts activities in the name of a social organization;
 （3） Unauthorized operation of an industry that needs to be licensed by the public security organ in accordance with State regulations.
 Whoever commits the act mentioned in the third paragraph of the preceding paragraph shall be banned.
 If an operator who has obtained the permission of the public security organ violates the relevant administrative regulations of the State and the circumstances are serious, the public security organ may revoke its license.
