An individual or family applying for self-employed business shall apply for registration with the local administrative department for industry and commerce on the strength of the local household registration certificate and other relevant certificates, fill in the application registration form for those who meet the conditions, make an examination decision within 15 days of accepting the registration, issue a business license to those who approve the registration, and notify them in writing if they do not approve the registration. If the state stipulates that operators need to meet specific conditions or be approved by the industry competent department, they shall submit relevant approval documents when applying for registration.
 Legal basis
 Article 9 of the Regulation on Individual Businesses: After reviewing the application materials in accordance with the law, the registration authority shall proceed in accordance with the following provisions: (1) If the application materials are complete and conform to the legal form, they shall be registered on the spot; If the application materials are incomplete or do not meet the statutory form requirements, the applicant shall be informed of all the contents that need to be supplemented and corrected on the spot; （2） If it is necessary to verify the substantive content of the application materials, it shall be verified according to law, and a decision on whether to register shall be made within 15 days from the date of accepting the application; （3） If it does not meet the registration conditions for individual businesses, it shall not register and notify the applicant in writing, stating the reasons, and informing the applicant that it has the right to apply for administrative reconsideration and bring an administrative lawsuit according to law. If the registration is granted, the registration authority shall issue a business license within 10 days from the date of registration. The State promotes electronic business licenses. The electronic business license and the paper business license have the same legal effect.
