Illegal land acquisition is the illegal act of occupying land without legal land acquisition and use procedures, approval procedures or in violation of the requirements of the approval documents.
 Types of illegal land acquisition
 （1） Illegal occupation of land without approval or by deception;
 （2） Rural villagers illegally occupy land to build houses without approval or by deception;
 （3） Occupying land in excess of the approved amount;
 （4） The party concerned refuses to return the land illegally approved and used according to law;
 （5） The party concerned refuses to hand over the land after recovering the right to use the state-owned land according to law;
 （6） Refusing to return the land when the temporary use of land expires;
 （7） Not using land according to the approved purposes;
 （8） Occupying land not in accordance with the approved location and scope of land use;
 （9） Reclamation is carried out in the reclamation forbidden area determined in the general plan for land utilization, and correction is not made within the time limit after being ordered to do so;
 （10） Building permanent buildings and structures on temporarily used land;
 （11） Buildings and structures that have been built before the formulation of the general plan for land use and do not meet the purposes determined in the general plan for land use are rebuilt or expanded.
 Article 76 of the Land Administration Law, in violation of the provisions of this Law, refuses to perform the obligation of land reclamation, the natural resources department of the people's government at or above the county level shall order it to make corrections within a time limit; If it fails to make corrections within the time limit, it shall be ordered to pay reclamation fees for land reclamation, and may be fined.
