According to the requirements of land and resources hearing regulations, not all land requisition and demolition need to be heard. If there is no organized hearing for land requisition and demolition that needs to be heard, it is illegal. According to the provisions of the Land Management Law of China, the state has the right to expropriate land, which often involves the demolition of houses. Land acquisition and demolition need to compensate the expropriated.
 Article 12 of the Provisions on Land and Resources Hearing shall organize a hearing under any of the following circumstances:
 （1） Draw up or modify the benchmark land price;
 （2） To draw up or revise general plans for land use and plans for mineral resources;
 （3） Draft or revise regional land requisition compensation standards.
 In case of any of the following circumstances, which directly involves the major interests of citizens, legal persons or other organizations, the competent department shall organize a hearing according to needs:
 （1） Formulate regulations and normative documents;
 （2） Other circumstances specified by the competent department.
