Only a certain level of discipline inspection and supervision organ can approve or use it; Fourth, limit the time limit for use, from no unified provisions to strict control, and approve the specific time limit when applying for use; The fifth is to restrict the place of use, from no mandatory requirements to specific provisions. With the steady progress of system reform and measures improvement, the discipline inspection and supervision authorities will not only exercise the "two rules" and "two fingers" measures more and more regularly and strictly, but also apply to a smaller and smaller range of objects and a lower and lower frequency of application. The general procedure of "double regulations" is that the investigation team of the Commission for Discipline Inspection, which undertakes cases of Party members' discipline violations, puts forward "double regulations" suggestions to the Standing Committee of the Commission for Discipline Inspection after mastering one or more facts of discipline violations that are sufficient to be filed through preliminary investigation of the case, and can adopt "double regulations" only after being approved by the Standing Committee of the Commission for Discipline Inspection. However, the special personnel must be approved by the appointing authority. For example, the "double rules" of the head of the directly subordinate department and the head of the government composition bureau must be reported to the party committee at the same level for approval. If members of the Party committee at the same level are involved, they must be reported to the superior discipline inspection department and transferred to the superior discipline inspection department for jurisdiction.
