The specific steps are as follows:

    1. Search the litigation service network of the Supreme People's Court on the Internet, click and enter.

    2. If you have an account on the litigation service website of the Supreme People's Court, you can directly click the party to log in.

    3. Click the person concerned to log in, enter the user name, password and verification code in turn, and then click Login.

    4. Submit an online case filing application, and the judge will review it. If the review fails, the application will be resubmitted. After the examination is passed, the paper materials will be mailed and the judge will file the case.

    5. If you don't have an account, click "I want to register" in the upper right corner. After registering, follow the steps above.

    Article 21 General Territorial Jurisdiction of the Civil Procedure Law of the People's Republic of China (2017 Revision)
    A civil action brought against a citizen shall be under the jurisdiction of the people's court in the place where the defendant has his domicile; If the defendant's domicile is different from his habitual residence, it shall be under the jurisdiction of the people's court in the place of his habitual residence. A civil action brought against a legal person or other organization shall be under the jurisdiction of the people's court in the place where the defendant has his domicile. If several defendants in the same lawsuit have their domiciles or habitual residences under the jurisdiction of two or more people's courts, each of those people's courts has jurisdiction.
